Dr. Mitchell was born in Nova Scotia and graduated from the Medical School at the University of Edinburgh in 1859. Affectionately known as 'Dr. Bob', he returned to Amherst, Nova Scotia after completion of his studies and set up a private medical practice while serving for many years as physician and surgeon to the Dorchester Penitentiary.
